Elaine has an MA in Police & Criminal Justice from the University of Exeter and spent the entire first part of her career with Devon & Cornwall Police, rising to BCU Commander of Plymouth, then Cornwall and the Isles of Scilly with a budget of £50m.
Latterly she has been Chair of Athena Learning Trust, comprising 6 secondary schools and 3 primary schools, a group stretching from Camborne in Cornwall to Ilfracombe in north Devon, with a yearly income of £60m. She has been Governor, Trustee and Chair for 16 years.
She is also active with the Kreslu Police Charity, which focuses on additional care for members of the police family if they are injured or impacted by tragic circumstances.
Elaine joined the Museum board of trustees in 2025.
